Part of the problem is that they don't really have a good place to shoot either. He wouldn't want Verity's first shots to be in the cold and the wind. There needs to be some stillness while you're first learning everything.
But, ... thre seems to have been a shift in her mood as far as he can tell. He, probably wrongly, assumes its because she's tentatively being told she'd not being able to blast anything.
