That's one way to look at it, sure. Another way is to think of it is, they've gone created 'successful' colonies on planets that weren't meant to support certain kinds of life. Or perhaps another way to view it is each planet has a role in the galactic economy and they all provide different things.
It's a tough thing to explain for someone always accepted galaxy wide macroeconomics as 'normal' and he's probably not doing the best job of fleshing it out for her. It's not a particularly strong subject for him to speak on.
